Issue Summary

When a user drags and drops a file onto a page without the "add attachments" permission the page appears to upload the file but doesn't

Steps to Reproduce

1. In any space, change the permissions so that you have the view page, create page, and administer space permissions and no other permissions.
2. on any page, drag and drop an image directly onto the page to attempt to upload the image as an attachment to the page. (you do not need to edit the page for this)

Expected Results

An error indicating a lack of permissions to upload attachments shows up, and the image is not indicated as being uploaded. Alternatively, nothing happens.

Actual Results

The attachment modal is shown and the progress bar progresses to 100%. Some users see an error message, others get no error in the UI, but the modal simply persists and does nothing. The modal can be exited.

Workaround

There is no workaround.
