Issue Summary

With the current Confluence Question permissions, you can only change the global permissions for CQ. This affects who is able to use Questions globally, but not per space.

Suggested Solution

Admins don't necessarily want users to be able to ask questions in any space, so there should be some way to disable CQ on a single space.
