Comment draft is not saved on page reload. There is no alert which says "Your comment will be lost"

Issue Summary

I've written a huge comment, then clicked another comment time to get a link to it. It used to just update url, now it reloads.

The real problem is that **after page reloading my comment is lost.  And there is not even a blocking alert which'd say "Your comment will be lost, Continue?"

This is a real pain and time waster. I think for customers as well. 

Steps to Reproduce

1. Type some new comment
2. Click on another comment's time to get a link to it. Or just reload the page

Expected Results

Draft of the comment is saved (same as in Jira)

Or at least alert is shown where I can cancel page from reloading

Actual Results

Page reloads, comment is lost, cannot restore it

Workaround

-
