Issue Summary

When we are subscribed to a space or even to all the new blog posts on our site, once the space is updated with a new page, or a new blog post is created, we do receive the notification email, but not the in-app notification (red dot on the bell icon:  )

Steps to Reproduce

1. Log in on Confluence;
2. Open an incognito window on your browser and log is as another user (or ask a teammate to log in on Confluence);
3. This other user must add a page, blog post or comment on a space you watch.

Expected Results

You receive an in-app notification in the Confluence UI.

Actual Results

You only receive the notification email.

Notes:

• If the other user @mention yours, the in-app notification appears;
• Once you are mentioned on a comment/page/blog post, you start to receive notifications - it is like that once you get mentioned, then you are truly watching that content;
• Plus, the notification neither appear when we click over the bell icon, though we receive them as an email message.

Workaround

For the in-app notification, there is no much we can do, but as we are receiving the email notifications, we can use them for now.
