Broken images in overview page of initial space in Confluence

Issue Summary

Images show as broken in the overview page of the initial space when you just set up a  Confluence Free site.

Steps to Reproduce

1. Create a free confluence site
2. Follow setup flow to initial overview page

Expected Results

Images aren't broken

Actual Results

Sometimes images show as broken.  Was not able to reproduce on my account, but reported by jkatahanas and speachey.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
