Problem Definition

• Workbox and email notifications are still triggered for notifications such as user mentions even though all notification emails are disabled in Confluence personal settings

Suggested Solution

• Allow a "silent mode" for either/both email and workbox notifications where zero notifications are delivered to a user while the feature is enabled
• The feature should also mute user mention notification emails

Why this is important

• Some customers don't want any email traffic
• An extension of CONFCLOUD-26672 where emails can be disabled completely
