Unchecking Text select checkbox does not disable the pop-ups

      Issue Summary

      In Confluence, if the user unchecks the checkbox for Show option panel when text is selected in order to disable the pop-ups for Inline comments and Jira issues macro, it will not work/will not disable such features.

      Steps to Reproduce

      1. In Confluence go to your profile picture on the bottom of the sidebar and select Settings
      2. There, make sure to edit the details and uncheck the Text select checkbox.
      3. Save the configuration
      4. Go to a page and highlight text

      Expected Results

      No pop-ups should be displayed when highlighting the text.

      Actual Results

      The pop-ups are still displayed.

      Workaround

      Currently, there is no known workaround for this behavior. A workaround will be added here when available

            If you have a Userstyle Addon like Stylus in your browser, you can add the following CSS to it to hide the popup:

            div#highlight-actions-portal-container {
                display: none;
            }
            

            Not sure if this breaks anything else, but at first glance it works.

            Incredible! You accept that the available options simply do not work.
            I've never seen anything like that before. An open statement that actually means that 'available software option does not work whatsoever, and we don't care, that's your problem.'

            By the way - the priority is wrong. Based on Medium Severity definition:
            'The application or specific feature isn't working as expected, but there is a workaround available.'

            There is no workaround available so that bug meets criteria of High Severity:
            A feature is unavailable, application performance is significantly degraded, or users job functions are impaired.
