User that has only administration access cannot access Confluence and is included in the billing

    Description

      Summary

      Users included in a group with Administration Access to Confluence, but, no Product Access will not be able to access Confluence and be counted towards the billing.

      Steps to Reproduce

      1. As a Cloud administrator, create a group, for example, "admin-group"
      2. Go to the site administration/user management (https://example.atlassian.net/admin) and select Product Access.
      3. Select Administration access and add the "admin-group" to the Confluence part. Make sure that this group is not included in the Product access option for Confluence.
      4. Add a test user to this group. Make sure that the user is only part of this group and no other groups with access to Confluence.
      5. Have the user trying to access Confluence.

      Expected Results

      The user should be able to access Confluence. From the Administration access page in the user management, it states the following:

      All Confluence Administration groups will be given product access to Confluence, even if they are removed from the product access page.

      Actual Results

      The user is not able to access Confluence. If not, the user should not be counted towards the bill.

      Workaround

      Add the group to the Product Access part for Confluence instead of the Administration access only.
