Issue Summary

In the new editor, when adding a table of content macro after the header, there's a marked difference in whitespace between a header and the first item in a table of contents compared to between a header and the first bullet of a list or paragraph

Steps to Reproduce

1. Create a page using Confluence new editor
2. Add a Table of content macro

Expected Results

Consistent spacing between header and every other content (paragraph, TOC, other macro, bullet list)

Actual Results

The spacing is inconsistent
