Not able to attach attachment from attachment page

Issue Summary

Not able to attach an attachment to the page from attachment page.

Steps to Reproduce

1. Go to a page
2. Go to the attachments page
3. Upload attachment
4. Go back to the actual page
5. Edit the page
6. Click on "files & images" add a file

Expected Results

The attachments of that page are listed and available for selection.

Actual Results

The attachment uploaded in the attachment page is not available.

Workaround

Upload the attachment to page directly.
