Page reorder permission / restriction

Summary

It would be useful for some users to have an additional Space permission, regarding reordering pages, where just certain users would be able to reorder pages on a space, avoiding messing up the organization of the page tree.

Use case

It would be nice if things like this and title changes could have a separate user permission, and if they were tracked in the articles history. We have historic links on some user forums and by moving the articles those links break.

Expected Results

Additional permissions/restrictions to allow/prevent users from reordering pages on the page tree. (besides the already existing Admin permission)
