Accessing a Confluence instance, with anonymous access enabled, as a logged in user with no access to Confluence sends you to a request access screen

      Issue Summary

       

      When attempting to access a Confluence Cloud site whilst logged in to Atlassian account with a user who has access to that site but no access to Confluence results in a "request access" page. Logging out means you can access the site in anonymous mode

      Steps to Reproduce

      1. Get a user with access to an Atlassian site but no access to Confluence
      2. Enable anonymous access for some Confluence site
      3. Attempt to navigate to that site

      Expected Results

      You should be able to view public content on that site, the same as an anonymous user.

      Actual Results

      You land on a "request access" page

       

      Workaround

      Logging out allows anonymous access, however this will log you out of all Atlassian account products.
