Issue Summary

Users are receiving recommended updates e-mail even if they unchecked the related option on their personal settings.

Steps to Reproduce

1. Customer disable the "recommended updates" on their personal settings
2. Recommended updates e-mail is still sent

Expected Results

The e-mail should not be sent

Actual Results

The e-mail is sent
