Issue Summary

Get group members REST API does not fully support pagination with a missing next link.

Steps to Reproduce

1. Create a group with more than 1 member
2. Call Get group members and set start to 0 and limit to 1

Expected Results

In _links, there should be next much like having a prev.

Actual Results

There is no next link.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available.
