Issue Summary

When an anchor is placed at the top of the page, clicking on a link at the same page pointing to that anchor will not reach the top of the page.

Steps to Reproduce

1. Insert an anchor at the top of the page
2. Insert a good quantity of text so it can create a scrollbar
3. Insert a link to the anchor at the bottom of the page
4. Publish the page, scroll down and click on the link

Expected Results

The page should be scrolled to the top and reach the anchor

Actual Results

It doesn't reach the top, staying a little below the anchor's location

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
