      Today, the rules for when a user can `move page` is implicit, relying on a combination of space permissions for the user.

      User must have for:

      Same space Moves Cross-space Moves
      1. create page permission in the space
      2. ability to edit the page you are moving
       
      1. space admin in the source space
      2. create page permission in the target space
       

      This request is to add an explicit `Move Page` permission to better handle cross-space moves. Historically, there have been concerns also flagged that cross-space moves requires delete permissions on the source space. This description is being updated since a recent vulnerability patch changed the rules for cross-space moves.
