Issue Summary

Historically the page title has always been a clickable link that links back to the current page. This is useful for when you've clicked a link from emails and it has query parameters after it.

Steps to Reproduce

1. Visit a page
2. Click the page title

Expected Results

Page title is a URL so you are taken to the same URL but without query parameters or hash anchors

Actual Results

Page title is not a URL so nothing happens when you click on it

Workaround

Manually update the URL yourself
