Summary
In the new editor, when you paste a bullet list in a panel, the panel disappears (only if the panel is empty). See the video below.

Steps to reproduce

1. Go to the edit mode in the new editor
2. Create a bullet list
3. Create a panel
4. Copy the bullet list in the empty panel

Expected Results
Bullet list is pasted within the panel

Actual Results
Panel disappears

Workaround
Add a character within the panel before pasting the bullet list.
