Summary

When generating a PDF export in Confluence, the table of content numbering off by one.

Steps to Reproduce

1. Generate a page export
2. Include PDF stylesheet on the space for instance

    h1, h2 {page-break-before: always;}    

3. Generate the export and notice that the pagination off by one on the table of content

Expected Results

The pagination should displayed as expected
