Ignore system user to grant page restrictions

    Description

      In Confluence, when a page is restricted, the user will have the option to tap the Request Access button in order to have a message sent to:

      1. people who have contributed to the page in the past, can see the page and have 'Restrict' or 'Admin' space permission (sorted by last edit date)
      2. space administrators who can see the page (sorted alphabetically).

      In this case, if the person does not have permissions to change restrictions in the space, the request will be sent to an administrator that also has access to view the page, alphabetically. If a system add-on user (like Chat Notifications, for Slack) that has admin permissions has its name coming prior to the current admins in this list, the request will be sent to the same and the only way and this would block the user to proceed.

      This is a suggestion to have Confluence skipping system users when looking to provide access to pages.
