"Events" type does not export Who field into ICS summary

Summary

When exporting to an ICS / iCal file, most event types (Leaves, Birthdays, etc) in Team Calendars concatenate the "Who" and "Summary" Team Calendar fields into the SUMMARY field in the ICS file. The "Events" event type only includes the "What" Team Calendar field and not the "Who" field in the ics SUMMARY field. The "Who" field is required in the event types which put it in the ICS SUMMARY field, but is not required in the "Events" type.

 Steps to Reproduce

1. Create an event of the "Events" event type
2. Include text in the "What" field for the event and users for the "Who" field
3. Subscribe to the calendar in Google Calendar or iCal, or download the ICS file and inspect it in a text editor

Expected Results

Event in the ICS export shows "Who: What" in the SUMMARY field or as the description in a calendaring application
