Summary

When a full site import was done on a new instance, the inline comment auto coverted to a page comment after migration.

Steps to Reproduce

1. Create a page with inline comment
2. Create a backup from the instance
3. Import the export file using full site import.
4. After migration noticed that the inline comment converted to a page comment.

Expected Results

Inline comment stick as a inline comment after migration

Actual Results

Inline comment coverted to page comment

Workaround

1. Use space import for those spaces with inline comment

   Tested on space import and it's working fine
