Update scopes.confluence.json to include the Confluence Questions REST API. Also include wired tests for the configuration (following the pattern of ConfluenceRestScopesTest) or integration tests (following the pattern of ReadScopeJiraTest).

Each API method needs to be mapped to one of the existing five scopes used in Confluence: READ, WRITE, DELETE, SPACE_ADMIN or ADMIN.

Make sure any API method using WebSudo is excluded.
