Confluence Cloud: Gliffy Add-on not available immediately after install

Confluence Cloud: Gliffy Add-on not available immediately after very first install on a freshly provisioned instance of confluence cloud. We suspect that this might be an issue around synchrony.

Here are the steps to reproduce.

1. I create a new trial Confluence
2. I add a trial version of the Gliffy plugin.
3. When I create my first page, I see a 404 error to synchrony.atlassian.io
4. I try to create a Gliffy macro, and get the no macro meta-data error, the end point we define for our custom macro editor in the atlassian-descriptor.json is never called.
5. I create a new page
6. I do not see the 404 error to synchrony.atlassian.io
7. I am now able to add a Gliffy macro.
