This suggestion is for a page template or attachment macro that allows upload of files or text available for view/edit/delete to some users only.

With this "nomination form" functionality, while all users will be able to upload files or text to the page, the list of submissions should be visible to only some users chosen previously.

Once the user with upload only permission submits the file, the user will not be able to view/edit/delete the file on the page.

This would be used for nominations for awards or sending feedbacks, for example.
