Description

There's currently no button to attach images to Confluence Questions (Topics or Answers)
Dragging and dropping also doesn't work.

Steps to Reproduce

1. Go to an instance with Confluence Questions installed
2. Try to create a new topic/question

Expected Results

• You should have an option to add an image

Actual

• You don't have an option to add an image
