enable users to change "notify watchers" default setting

Hi there

We like Confluence a lot. We appreciate its features and hope you guys have as much fun building it as we're having using it. 

As users we'd like to change the default settings regarding the "notify watchers" feature. We forget about this regularly and everyone then get's those spam emails about minor changes on any confluence page. 

Critical changes or interesting updates to documents don't get any attention because of this rather annoying pre-defined "always on" setting. With all respect but as a user we also want to be in control - so please don't tell us why you think this is good for us or why we should feel good about this even though we want to change it anyway.
