Allow selecting layout for new sections

Currently, the behavior in the Confluence editor is to create new sections with the "Single Column Layout. Originally it would create new sections with the "full width" layout.

I would like to propose that it would be a useful feature to allow the last selected layout to be the one applied to new sections.
