Links in ToC do not work if text is Non-Latin and has applied CSS styling

      Summary

      Links in a Table of Contents macro containing Non-Latin entries will not work (clicking on them will not take you to the appropriate heading) if custom styling is applied to the Table of Contents.

      Steps to Reproduce

      1. Create a Table of Contents with Non-Latin entries.
      2. Apply custom styling to the ToC.

      Expected Results

      Table of Contents performs appropriately.

      Actual Results

      ToC Links do not work.

      Notes

      When applying custom styling to a ToC the behavior seems to be the exact opposite of the bug described in https://jira.atlassian.com/browse/CONFCLOUD-58551(in which the ToC works, but copying in pasting the link in a new browser window doesn't take you to the appropriate heading; here the ToC doesn't work, but opening the link in a new window takes you to the appropriate heading).

      The same behavior happens even if there are no texts inside the Style macro(Style macro is empty).
