Summary

Cannot Indent/Outdent the text in editing mode

Steps to Reproduce

1. Create a page and insert a few sentense 
2. Click on Outdent/Indent button
3. The button turn gray color and does not work in editing mode

Expected Results

The text should be able to Indent/Outdent in a properly manner

Actual Results

The button turn gray color and not working in editor

Workaround

Currently there is no workaround for this issue.
