Summary

Table of contents links with non-Latin characters in the headings do not work, i.e. opening them in a new tab will take you to the top of the list.

Steps to Reproduce

1. Create a page with headings containing words with non-standard Latin characters
2. Add a table of contents macro.
3. Copy the link to a section with non-standard Latin Characters in the Heading
4. Open a new browser tab
5. Paste the link

Expected Results

Page should open at the appropriate heading

Actual Results

Page opens at the title
