      Summary

      If you create a publicly accessible space with all available permissions enabled for anonymous users, the Anonymous users cannot publish drafts.

      Steps to Reproduce

      1. Create a publicly available space by allowing anonymous access to confluence and providing all permissions to anonymous users under space permissions.
      2. Remove one of the permisisons and apply, then grant that same permission again and apply (there is an issue where anonymous users are unable to view the blueprints until you toggle any space permission for anonymous users off and on again.)
      3. as an anonymous user (either logged into an atlassian account as an unlicensed user in the instance, or not logged into an atlassian account at all, the results are the same in both cases) try to create a page in the space.
      4. Fill out the draft and publish

      Expected Results

      You are able to publish the draft with no issues.

      Actual Results

      You are either prompted to log in, or you are given an access denied page.
