1. Set up Confluence Questions

1. Watched all is selected by reporter, as well as watching all topics too

Expected Results

• when a new question is asked, reporter receives notification

Actual Results

• No email is received after several new questions asked.

^^Initially this feature was dropped, then added back. Has never worked for Reporter.
