If an attachment has a single quote or ampersand in its name, accessing it from the Attachments menu will return a Page not Found error message

      Summary

      If an attachment uses ' or & in its file name, accessing it from the Attachments menu of a page will return a Page not found error message.

      Steps to Reproduce

      1. Upload an attachment which names include a ' or & character.
      2. From the Attachment menu of the page, click on the attachment name.

      Expected Results

      The attachment is downloaded properly.

      Actual Results

      You are redirected to a Page not found page.

      Notes

      The URL transform ' properly to ' which provides a URL that does not work.

      Workaround

      Retrieve the attachment from an attachment macro or by clicking on the View button and then use the download button while previewing the file.
      Alternatively, rename the file (replace "&" with "and" or remove the single quotes), then reupload the attachment(s).
