When clicking on a thumbnail of an image in Safari 11, the image failed to download and instead show an error message "We can't preview this file. You'll have to download the file to view it."

Steps to Reproduce
Click on any thumbnail image in any pages using Safari.
Expected Results
Preview loads with full-size view of the image
Actual Results
Preview loads but instead of the full-size view of the image, an error message appears.
Workaround
Use a browser different from Safari
Work done so far
Root cause identified: current behavior in production shows that most HEAD requests to the conversion api get cancelled, which prevents Safari from continuing any GET requests to obtain the asset and finally preview the images
Fix made behind a feature flag to remove the conversion api call in question (please see dev comments in the comment chain)
Preview for images is fixed but some preview for files is broken with this change and needs to be addressed before rolling out
