Summary

We're unable to add/change labels on Attachments within Space Tools > Content Tools > Attachments

Environment

Confluence Cloud with the new look.

Steps to Reproduce

1. Go to Space Tools > Content Tools > Attachments
2. Click the pencil sign under the Labels column

Expected Results

You should be able to add labels to the attachments.

Actual Results

Nothing happens when you click the pencil sign, and if you're scrolled down to the bottom of the page, when you click the pencil sign it scrolls you up to the top of the page.
