Macros in the header or footer aren't rendered unless there's an equivalent macro in the body of the page

      Summary

      When you have a header and/or footer configured in the space's look and feel setting this footer will show on all pages of the space, however when certain page you're seeing doesn't have the same macro that's configured in the header/footer also in the body of the page, the macro in the header/footer isn't rendered and doesn't work as it should.

      Environment

      Confluence Cloud with the new look and navigation.

      Steps to Reproduce

      1. Configure the space header and/or footer to have an expand macro 

      {expand}{expand}

      2. Access a page that doesn't have an expand macro in the body

      Expected Results

      The expand macro in the footer should be collapsed by default and clickable to be expanded.

      Actual Results

      The content within the expand macro is shown even though the macro looks collapsed, but it's also not clickable to be expanded.

      Notes

      If another page has an expand macro in the body, the expand macro in the footer works.

      This apparently breaks functionality of any macros in the header/footer unless the same macro is displayed in the body of the page.
