Confluence provides a feature to create user specific templates. There is a option to make that template as a global template. But not all teams in  a big cross functional organization needs the same set templates. There should be some way to export templates to other space

Alternately if there is a template repository and space administrator could choose  what all templates are required for project, will be useful
