Image effect is not rendered on resized images

Summary

When image effect is added on image properties, the effect is not visible when page is published.

Steps to Reproduce

1. Insert an image to a page.
2. Apply an image effect through image properties.
3. Publish the page.

Expected Results

• The image effect should be visible when the page is published.

Actual Results

• The image effect is not visible when the page is published.

Notes

• The image effect is visible when on edit page view.
• The image effect is working with Original image size.
