Anonymous users are unable to upload attachments on a page

      Summary

      Even if the anonymous user has add/delete page and add/delete attachment permissions they are not able to attach files to a page.

      Environment

      Confluence 1000.1475.2

      Steps to Reproduce

      1. Allow Anonymous users create a page and add attachment permissions to space.
      2. Log out and access the space as an anonymous user
      3. Try inserting attachments by:
        • Drag and drop files
        • Click Insert > Files and Images

      Expected Results

      Attachments are uploaded

      Actual Results

      Error message is displayed:
