Confluence Macros Show Wrong Language

Summary

Confluence Macros are showing a seemingly random alternate language in some instances. The global language is still set to the default "english" and changing either the global language, nor does specifying the user-specific language as english.

Steps to Reproduce

1. Step 1. sign in to a known affected instance
2. Step 2. add the effected macro to any page
3. Step 3. See that the macro is in the wrong language.
   (no known steps to cause an instance to become impacted.

Expected Results

The Macro is displayed in english.

Actual Results

The macro shows up on another language. (consistent to an instance, but random compared to other instances.)

Notes

This issue seems to select different languages for different instances, but the language that shows up is consistent to the instance.
