Hyperlinks to anchors in Confluence Page are not editable when the title has spacial characters

Steps to Reproduce

1. Create a page with a special character in the title (pipe, for example)
2. Insert anchor macros to the page
3. Insert links to the anchor
4. Save the page and exit the editor
5. Edit the page

Expected Results

You are able to edit the links.

Actual Results

The link editor (popup) does not appear.

Notes

• It is possible to note that if you add a page with &, for example, then publish the page, going to try to edit the anchor link it will show the specia character in markup & am p ; (typed this way, as JIRA reads as the special character) - and that's the moment where you are not able to edit the anchor link.
   

  Workaround

Remove the special characters from the title.
