Image attachments in Confluence become blurry

Environment

Steps to Reproduce

1. Add an image to Confluence page and update page
2. Edit page
3. Image shows up blurry
4. Click Border button to toggle border on and off
5. Image becomes sharp
6. Click on "Resize image to small" button
7. Click on "Resize image to medium" button to bring it back to the size it was previously
8. Image is blurry again

Expected Results

• Image remains sharp irregardless of being resized

Actual Results

Image is blurry when first entering editor after updating page.
Image is blurry when resized.
Toggling a border on the image makes it sharp again

Notes

• Blurry image looks to be loading from /wiki/download/thumbnails/
• Sharp image loads from /wiki/download/attachments/

Workaround

• Toggle Border on image to sharpen it
