Steps to replicate:

1. On a JIRA instance that is linked to a Confluence instance view a selection of issues.
2. Check the 'Issues' drop down on the JIRA instance and take note of the order of the 'recently viewed' content
3. Go to a confluence page and edit it
4. Click insert->jira issues and click the recently viewed tab

Result:

The issues in the recently viewed section are not the same as you see in JIRA
