Userlists macro does not load properly in Confluence pages.

    Description

      Once you insert a userlist macro in a Confluence page it renders the below error message. 

      Error rendering macro 'userlister' : com.atlassian.confluence.plugin.descriptor.web.conditions.PeopleDirectoryEnabledCondition.setSettingsManager(Lcom/atlassian/confluence/setup/settings/SettingsManager;)V
