Create two pages:

page 1

1. Create TOC macro inside an Excerpt macro
2. Add a couple of headings to verify that TOC links are working

page 2

1. Add a "Excerpt Include" macro, point it to page 1

Then:

1. Open page 2 in view mode, it should display the TOC from page 1
2. Click on one of the 2 TOC links

Expected result
Page 1 should open and scroll to the section as per the TOC link that was clicked.

Actual result
Nothing happens. The anchor link is partly correct as everything behind the # seems correct, but the left part of the link points to the current page (2) instead of page 1.
