Anchors broken in default theme...

      I am using anchors in my pages. I have a problem that appears to only occur in the DEFAULT theme.

      The problem arises when I use anchors in a table. I can set up the anchor and create a link to it. When I save the page and click the link, the page displays at the anchor point, however, the exact location is hidden beneath the table header as the header always displays. Not ideal.

      Steps to produce:
      Create a page with a large table—it needs to be large enough to scroll off the page.
      Add an anchor about 10 rows down.
      Add a link to that anchor near the bottom of the table.
      Save the page.
      Scroll to and click the link.
      The page SHOULD go back up to the anchor (I have another problem in which the page keeps 'losing' anchor links but this is a separate issue). The anchor text is hidden by the permanently displayed table header.
