page_moved webhook is not called when page moved from outside space homepage

Hi guys.

I hope this is the correct project to raise this issue. I was going to raise it against Connect, but that's on EAN and I don't have access right now. Please feel free to move it if required.

Steps to reproduce:

1. Create a connect addon listening to the page_moved webhook event
2. Go to the Reorder Pages tool
3. Move the page to be a sibling of the homepage of the space

bug No page_moved event is triggered.

The same occurs when you move a page back beneath the space homepage.
