Currently it seems the time displayed on both the month and week view are hardcoded to 12h time and not respecting the localization configuration. An option to at least allow switching between 12h and 24h mode would be preferable, or perhaps an option to supply the preferred time format for a view.
For now our workaround in the monthly view (which is the one we use) is to patch the default for timeFormat in fullcalendar.js from "h(:mm)t" to "HH:mm" which gives us 24 hour time, so the functionality is there. Would prefer not to have to tamper on every upgrade.

Check this comment. Note that you will need to do the same whenever you upgraded the Team Calendars plugin.
