Account for timezone on the Previous Versions page

      NOTE: This suggestion is for Confluence Cloud. Using Confluence Server? See the corresponding suggestion.

      Since we don't support timezones (see CONF-1026) we should do something to make it easier to understand the times on the Previous Versions page. Either print the current time of the server at the top (so that the user can do the mental conversion) or show the time as relative (9 hours ago).

      The same issue would exist on the attachments page as well, if we showed dates with minute precision (which we currently don't – not sure why not).
